Guidelines
The locator is the base URL of the service, except for Z39.50 services. For Z39.50 services the locator is the Z39.50 service URL and begins with "z3950s" according to RFC 2056, and includes the hostname, port and database name of the service.
URLs must be fully specified, including "http://" and any trailing slashes ("/").
